Interview can be waived when processing officer determines that selection
decision can be made on the basis of submitted information and supporting
documents. The key to waiver is flawlessly prepared application package,
with supporting documents conclusively proving all claims made, with
evidence properly addressing all matters that may raise doubts, questions or
need for further clarification, and not leaving any room for wrong
interpretation.
