There is no difference for US citizens. If he wants to Immigrate, he should
take a look at www.cic.gc.ca under skilled worker
http://www.cic.gc.ca/english/skilled/index.html otherwise he is either
limited to coming as a visitor, without the ability to work or if he is able
to get a job in Canada and the employer is able to demonstrate to HRSDC that
their are no Can/PRs available for the position, that the position has been
widely advertised, and that his skill sets make him the candidate for the
job, they may certify the job. If they do, then he can apply for a work
permit. Or if he wants he can get accepted to a Canadian school and obtain
a study permit.
