From the Canadian Consulate General office in Buffalo,
we find in a page in their website located at:

http://www.dfait-maeci.gc.ca/can-am/menu-en.asp?act=v&mid=1&cat=4&did=398

The following:

"Do not request a police certificate from Hong Kong, the United States
or Canada until you are instructed to do so by a visa office."

However, in form IMM 3048 E (08-2004) [Visa Office Specific
Instructions, Buffalo] we find on the pg. 3 Documents checklist, item
6 which indicates what documents must be provided at time of
application submission:

"POLICE CERTIFICATES AND CLEARANCES
Original police certificates or clearances from each country in which
you and everyone in your family aged 18 years or over have resided six
months or more since reaching the age of 18. You must
attach the original police document(s)."

So which is the correct approach when applying for PR status via
Family Class sponsorship: follow the website's instructions or Form
IMM 3048 E's instructions?
