Since when do you have to prove 'good intent to migrate to Canada'? All you
have to do is stay physically in Canada for 2 out of 5 years - that's it.
You can land in Canada, and go back to the US the very same day, and do not
set a foot on Canadian soil for a whole 3 years and still remain a legal PR
of Canada.
Let's face it, the 2 out of 5 rule has been introduced because of people
taking up temporary employment in the US. This way, when their Green Card
applications fall through, at least they return to Canada (and Canada
benefits from their skills), and they don't have to return to their home
country.
