As far as you are concerned, since they have the power to GRANT you
something that you want (but are not guarranteed under any law or
regulation), they ARE God. They can refuse you for any reason they see
fit, so long as they do not violate any law in doing so.

You are confused. Since you are not a Canadian citizen or PR, your
rights are not being violated if you are refused a Visa for any reason
whatsoever. You don't have any right to immigrate to Canada or anywhere
else. Any sovereign nation is totally within their authority to accept
or refuse you as a prospective immigrant. It is up to the country of
your citizenship or residence ensure that your rights are not violated.
You remind me of my kid complaining about the unfair grade he received
after he mouthed off to the teacher.

Frankly, I would lose that attitude at any interview you might have. I
doubt it will imress any official. I would also be sure it doesn't leak
through onto anything you mail to the visa post.
