You may always move back to home country to take care of your parents. You
have many options and sponsoring parents to Canada is only one of those
options - it is unfortunately the longest one and yes, you should think
about consequences of you emigrating from your country before you decided to
do so, sorry.

Annual targets for parental sponsorship have been lowered for the simple
reason - too many immigrants are sponsoring their elderly parents who are
then becoming too big burden on Canadian health and social programs. You
should check past statistics and you can find that not so long ago number of
sponsored parents (already above working age) immigrating to Canada every
year was not much lower than number of principal applicants landing in
economic classes. Canada needs economic immigrants to contribute to not only
population growth (by having kids) but also to contribute to economy and
Canadian retirees. If the number of parents was almost the same as number of
principal applicants in economic classes then in reality those economic
immigrants' contribution is still much lower than benefits of health and
social services received here by their sponsored parents. So, somebody had
to do the simple math and finally government realized that Canada can't
afford any more to maintain quotas for sponsored parents we had in the past.
