Hi,
You can absolutely have your PR card sent to your friends address...
you would simply do an address change. It does however take 30 days
plus mailing time to receive your PR card.
It is your choice to have your PR card fedexed to you (be aware of the
risk of it not arriving to you, and if it does not then you will have
to reapply once you return to Canada)... NO you cannot apply for the
PR card outside Canada. It is automatically done once you land in
Canada at the POE (point of entry)
As per the CIC site... if you should be outside Canada and you do not
have your PR card on hand to be allowed entry into Canada you will have
to contact the embassy to obtain a travel document which is $50 and
valid for one entry only.
