Floating pass mark is implemented as management tool and every time it is
changed such adjustment is applied not only to new cases but also to all
still pending applications, exactly as it happened in Sep 2003 when pass
mark was changed last time. There is no lock-in date for pass mark or any
other selection criteria.
Retroactivity of current law has already been challenged in courts and was
upheld. Sorry.
