Bill S-2 received royal assent yesterday (Thursday, May 5).

AFAIK, this change is effective immediately (i.e., the new provision
has already come into force).
The corresponding material on the CIC web site for applying to resume
citizenship (http://www.cic.gc.ca/english/applications/resume.html)
has not yet been updated to reflect this change in the law, but I
would assume this will happen soon.
