If you only documented 12 years of education then there is nothing you can
do. There is no right to appeal for PR visa applicants - although they may
always try to file petition for Judicial Review with federal Court, but only
if refusal decision was made in error in law or with disregard of the law.
Doesn't seem to be the case, sorry.
