Let's see:

1. They're in the country with no immigration stamp in their passport
and no record of them entering legally.
2. They're in the country after their permission to stay expired, with
no record of an extension.
3. They're working, and they don't have a visa which permits them to
work.

How hard is it to decide if they've broken the law in those situations?
We're not talking about some complex bureaucratic crime where it would
take a six-month court case just to decide whether they're guilty or
not.
