It was quite easy to predict that you will be refused and there is nothing
short of really living permanently in Canada you can do before you start new
application.
1. Not really as you were refused quite rightfully
2. 1.5 to 2+ years
3. check timelines on CIC website. But you still must live in Canada. Now
fact that it has been determined that you were not really living in Canada
when sponsoring wife is permanently recorded in your file and it doesn't
matter where you send your wife. Fact of you living in Canada will be triple
checked with next application anyway.
