All Canadian PR are required to follow the residency obligation
(maximum 3 years outside Canada in any random 5 years period
after landing) without exception. However, time accompanying
Canadian citizen as spouse or dependent child, and time working
with Canadian business or Canadian governments, can be counted
as being in Canada for PR residency obligation purpose.

TN visa is for NAFTA member. I don't think there is TC visa.
