If you can get your mother in to the middle east country that your going
to work in and IF she is admitted for one year you can resubmit and
start all over again. Hong Kong is 26 - 33 months but are you sure you
are approved as a sponsor or did you get a letter from Mississauga Case
Processing Centre informing you that they got your application?
Currently Mississauga does not approve for 28 months.

Here is the overseas processing times. I suggest get her into Canada and
apply here because compassion is common sense. Read the Sponsor Your
Parents web site it will clearly explain what sections of IRPA including
others this action by CIC is in violation of and why it would be an
unusual and undeserved hardship not anticipated by the act or its
regulations and in most cases not your mothers fault. Go to
www.cic.gc.ca click on the blue box Policy and regulations go to manuals
then Inland Processing IP5 section 6.7 and be sure to note section 5.26

Living in Canada during the process is NOT a requirement just PAY
taxes to ensure when ever you meet the LICO rate in your immediate
