Keep in mind that for parent sponsorship, medical checkup is
done only after the visa office request it and not before.

Most likely cannot in Canada. The application must be processed
by the visa office responsible for the country where the
applicant is residing or have permanent residency or have
nationality.

Parent sponsorship take years. It have 2 part, the sponsorship
application part and the PR application part, with this recent

Likely not. More accurately, only time legally in Canada in the
period 4 years just before submitting citizenship application
can be counted, and time being non-PR can be submitted as half
the actual time. Since parent sponsorship will take years, it is
not likely there will be much time as visitor can be used.
