The first part is partly depending if they have an IMM 1000 or a PR
card and which country they are from. If they require a US visitor visa
and can obtain one you can get them into Canada and fight fthe
residency issue but Jim is correct it would be faster to sponsor them.
Times are quite fast from most visa posts in this category.

The older sister issue may be settled by submitting an H&C application
but the process is not quick and it is based on personal circumstances
of the applicant and without knowing most details it is almost
impossible to recommend that route but it is possible.

Another option is that while here see if they can get an offer of
employment and seek out a PNP certificate which would greatly speed up
their processing times based on their visa post.
