In society, yes. At the governmental level, no. What're you calling for
is the government to make a distinction. That is racist.

That's only english speaking canadians *schooled* in english canada.

That's Quebec's way of protecting their french culture. If you have
issues with that, you should not immigrate to Quebec. Canada is
big enough - go elsewhere.
