You can get a work permit from Germany and then apply for PR while
inside Canada, but generally not while you're there on a tourist visa
(unless you marry a Canadian and apply for a spouse visa). I've heard
of a few people who stayed in Canada as tourists for most of the time
they were waiting for PR visas, but that was before the processing
time reached 3+ years.

Yes. They changed the points score in 2003, so that basically anyone
with good English or French, a degree and four years experience in a
relevant field qualifies.

You can apply for PR while on a work permit, and if the company is
willing to take you on full time you should get extra points for that
too. In many respects that seems to be the 'preferred' method by the
Canadian government, since it guarantees you'll be settled in Canada
after you get the visa.
