This is not what the application material says, are you sure this isn't
visa-office-specific? The application material clearly states:

You need police certificates from every country in which you or your
family members aged 18 years or over have lived for six months or longer
since reaching the age of 18. You will find the instructions in Appendix
B. Obtaining Police Certificates/Clearances.

and then looking that Appendix B (which should be checked against the visa
office where you'll be applying through), says in my case that they should
be supplied when submitting the application.
