NO, it is not. PR status validity have no dependency on PR Card
validity, PR Card validity have no influence whatsoever on PR
status validity.
PR status can be revoked when the holder committed a crime or
did not abide to the residency obligation. Whether the PR Card
still valid or not make no difference.
In fact, one did not need PR Card to keep his/her PR status. A
PR can let PR Card expired and keep his/her PR status.
Especially true when the holder live in Canada without any plan
to travel outside.

No he/she cannot. To get PR Card, he/she need to have the PR
status valid. But not the other way around. So at the time
he/she get PR Card the status must be valid, but he/she can lost
his status while his PR Card still not expired.
