NOT true. There is NO such criteria. The sponsor cannot be under
social assistance from the goverment at the time of the
application, but the PR have no such limitation.
Furthermore, CIC define social assistance generally as
assistance that one is eligible without any obligation to work
or payment before or after. For instance EI is not social
assistance since one need to work and pay beforehand to be
eligible. I am pretty sure this wage subsidy is not a social
assistance since (1) it is a support for the employer, not the
PR, and (2) you need to work.
