It is difficult to guess what "decission made" mean. It do mean
some decission has been made, but what decission and for what
part of the application cannot be determined just from that
phrase.
IMHO more importantly, considering your wife application is an
in-Canada category, have she got a letter saying that she can
apply for work permit (among other thing)? This letter basically
means she got first stage approval (AIP).
If her case moved to local office without first stage approval
(AIP), generally it means there are some issue in her case, and
the process may still be long from over.
