You have asked a very complicated question. Quebec applications are
good (fairly fast) and bad (expensive and complicated).
In a nutshell:
Quebec
- you pay $390
- you send in whatever documents and forms are required for the
category you are applying in. These differ greatly depending on
occupation and your location.
- you receive a CSQ - Certificat de s=E9lection du Qu=E9bec
Federal Government
- You pay $1040
- you send in forms, CSQ, police certificates - this goes to a
Canadian Embassy
- they complete medical and background checks and then issue your
visa.
