My birth, marriage, academic degree certificates are in Chinese, there
are English translations for them, should I notarize them in China or
US where I am now?

I have good GRE and TOEFL taken in 2006. But I will get my PHD at a US
university very soon. Should I still to take IELTS? how to write to
the immigration office that my English is very good, are there any
sample writings? Thanks
