AFAIK open work permit cannot be applied from outside Canada.
She need to enter Canada first as your spouse, then apply for to
change her status to open work permit after that.

AFAIK open work permit application does not require police
certificate. Also if needed, only from country / state she lived
6 months or more. Her status won't matter.
