Yes. That is normal. Only small number of applicants need
interview.

Medical request means the selection process is completed, the
applicant considered fulfill the criteria of the particular PR
application category. What's left is medical check (obviously)
and probably background security check. If both Ok, then she
will get passport request (for visa stamping).
