There is no such thing as Ontario immigration application or
test. Did you mean Federal Skilled Worker Class (which is not
limited to Ontario but all Canada but Quebec)?

I highly doubt the age is the issue, AFAIK Quebec regard to age
is comparable to the Federal one. IMHO more likely your field of
skill or French ability (or lack of) is the culprit. You can
just test by try the test again, changing your age.

As a PR you have the right to move anywhere in Canada. The
Federal Skilled Worker Class have no requirement in your intent
to stay. So, from immigration point of view, there is no
restriction.

However, you may get your health coverage delayed. Furthermore,
AFAIK Quebec have several program directed toward new
immigrants, which you may not eligible to.
