As soon as she did not meet PR residency obligation, her PR
status is invalid. To make sure that it is correct that, please
give more details on when she become PR and all the time she has
been outside Canada since then.

PR status did not get expired. It just become invalid (and later
revoked). Are you talking about PR Card? PR Card validity have
nothing to do with PR status validity. PR status can be valid
without a valid PR Card and PR status can become invalid even PR
Card still valid.

Again, PR status have no such thing as renewal, I assume you are
talking about PR Card again, i.e. a PR Card application.
If her status has indeed become invalid, then when she came she
will be scheduled for PR status hearing where her PR status will
be revoked. After that she may be entered into removal
proceeding. Obviously PR Card application will be rejected.
If her status has indeed become invalid, it is recommended for
her to officially give up her PR to the visa office. Then she
can reapply for PR from scratch again.
