It is perfectly legal from point of view of Canada and USA, but
I don't know y our country's law: for some countries it is
illegal to send their passports accross their border. It is up
you / your family have to find a way to get the passport to the
visa office and back.

No. Not in this application. If there is no way to get the
passport to the visa office, your may have to give up their
application. You land and move to Canada first and start a new
application sponsoring them.
