IMHO your wife and kids should "return" the PR visa they will
not use. Contact the Visa Office on how they should do that. The
Right of PR fee will be refunded.

This will only work if you are the primary applicant of the PR
application. Family member cannot land if the primary applicant
has not yet landed.

AFAIK strictly speaking the fact that your family members are
not coming is no problem and therefore you can tell the officer.
In-fact if your wife and kids already "return" the visa, then
you do need to tell the officer since he/she can check it in
their databases.
However, IMHO you should becareful not to give impression that
you are not planning to move to Canada at all. Although
intention should not matter for Canada immigration, it always
possible to meet an immigration officer that have strong feeling
toward PR taker who does not actually move to Canada. So either
make a plan on how eventually all your family will move to
Canada and explain it the officer or you explain how that your
family are permanently separated so your wife and kids will not
come with you.

If when you landed their PR visa has not yet officially
"returned", then AFAIK you definitely have to, since they still
can land after you. If at the time the PR visa has been
officially returned, then it become somewhat unclear:
practically speaking you just need proof of funds for yourself,
however the application was approved on the based of you have
the whole funds, and the officer on the port of entry who take
your landing may or may not be able to determine whether the
change of funds requirement is valid. So IMHO you should still
carry that proof of full funds regardless.
