With or without a passport, USCIS could give somebody granted change of
status to LPR a type of temporary proof of admission as a Permanent
Resident. If someone still has the old passport the stamp could be affixed
there too. However, if any passport is not available, an I-94 with the
appropriate stamp and picture of the grantee would just suffice for that
purpose as well.
