Non-citizens certainly have civil rights in the US, see Yick Wo v Hopkins
if you doubt that, but of course it doesn't extend outside US borders.

In the long run, everything will average out anyway, with or without
immigration controls, as it will happen even if everyone stays where they
are, or in fact that would make it even more likely.

In the short run, I doubt that the US could absorb another 500 million
people regardless of whether they are PhDs or rickshaw drivers. I am not
sure that an immigration policy skewed to the former really supplies what
the country actually needs, though.
