About the same as the rulers of every kleptocracy in modern hisory:
they invest it in more stable nations by purchasing securities, real
estate, and debt instruments. That way they'll always have a source of
wealth if they get run out on rail and hve to flee to a comforting
golden handshake retirement in the land of their sponsors and
enablers, the United States.
