I think it's fairly
clear that the person about whom the OP is enquiring is not an American
citizen (his wife only just became one) and simply may not have known
what he should/could have done. It's all a bit moot at this point. The
OP didn't ask for a rude lecture, but for information, which nobody has
yet given him. I would if I could, but I don't know. The person says
he is intending to come back to the US to pay his taxes AND penalties.
Will the person have difficulty with Immigration Officers?
