Permanent Residents (GC holders) are not being fingerprinted. There is no
assurance
for anything that is conducted "randomly" by definition.
If your "friend" has a Green Card than he/she has already been fingerprinted
maybe even multiple times in the process of getting it.
So what is the big deal about getting fingerprinted now?
