department of State is giving visas to the unmarried sons and daughter
of citizens who applied prior to October 2000.

Yes, there is a limit on
staying in the States on a visitor's visa - 6 months, and you can't go
back and forth indefinitely, and it might be difficult for you to get a
visitor's visa, since you have a U.S. citizen father in the States, and
therefore, will be considered a potential immigrant.
