Whenever your friend enters the US he
claims that he is visiting when he is actually living in the US. That
qualifies him as a liar. He's committing a federal felony by making
false statements to a federal officer.

I see that you're quick to
slam the government for not realizing it, but you don't seem to have a
problem with your dishonest criminal friend.
