Assuming I apply in another country, wouldnt the consul simply ask me
to
go to my Home country and reapply?

Where should I apply If I were to
apply again and what reason can I
give about why I am applying in a
different country.

I think he is suggesting
applying to do your training in another Country, not applying from
another Country.

The UK would be the obvious one from a language
perspective.
