FRAMEWORK FOR TEMPORARY GUEST WORKER PROGRAM
The last president that really dealt with the illegal alien problem was
President Eisenhower. Since then efforts to enforce our immigration laws have
been weaker than water. In 1986, President Reagan`s well-intentioned amnesty
program backfired and encouraged a stampede of illegal aliens to enter the
country--it was a major mistake. Properly executed a well-crafted, temporary
guest worker program (in conjunction with securing our borders and ports of
entry) can be used to solve the illegal alien problem. The bill must give
priority to jobs for American workers and set annual quotas. As a minimum, any
temporary guest worker program should include:
A. Temporary guest worker status would only be granted ONCE to an unaccompanied
individual. Stays would be for periods up to, but not to exceed, ONE YEAR with
no extensions allowed. A percentage of guest workers` salaries would be
set-aside in a special account payable only when they return to their country
of origin.
B. Quotas for guest workers would be set annually with employer guaranteed jobs
and health insurance--violators would be subject to forfeiture laws and heavy
fines.
C. All illegal aliens currently in the U.S. would be given three months to
apply for guest worker status through their employer. In the first year, guest
worker status would be granted only to those in the U.S. who are employed. In
the following years, all guest worker applications must come from abroad.
D. Employers of illegal aliens outside of the guest worker program would be
subject to felony and forfeiture laws similar to drug enforcement laws. As an
incentive to keep employers honest, a rewards program (similar to the IRS
program for reporting tax cheats) shall be placed in effect. Citizens who
report employers of illegal aliens shall receive 10-20 percent of the employers
seized assets after conviction and sale of assets..
E. Guest workers would be required to carry secure identification cards with a
photograph, description, and biometric data. An easily accessible database,
available to employers, would be maintained to identify guest workers.
F. As part of the guest worker program, the government would let it be known
they will strengthen and enforce immigration laws and aggressively track down
illegal aliens using any means necessary. Illegal aliens would be subject to a
lifetime ban on reentry and subject to forfeiture laws. State and local law
enforcement agencies would be empowered to assist the INS in this effort.
G. Past commission reports on legal immigration are gathering dust in the
archives. A task force should be appointed to dust them off, update them, and
adjust our immigration laws according to skills needed and
ecological/population trends.
