You can, but I don't think you have to. It's easy enough to do,
though. Go to SSA, show them your GC, and tell them you want a
replacement. In 2 weeks or so, you'll get the new card without the
annotation in the mail. That's what I did, and I'm now waiting for the
new card to arrive.
