For public universities, yes. Private universities can of course
set their own rules.
For example, California has the rules in the CA Education Code for the
University of California, the CA Polytechnic universities, and the State
universites.
This does not cover private universities like USC. And USC indeed has its
own rules (no separate treatment of out-of-state students.)
