My Canadian husband wasn't able to and he uses ScotiaBank which also has
branches here in the US. He had to start from stratch and that was at
age 57 with a full lifetime of good credit behind him.

For C-K3, for the I-129F for the K-3 you can only use one service
center - MSC.
