There are essentially 2 options:

He gets a job that earns more than the minimum, I think it works out at
about $7.00 an hour.

You find a US relation/friend who is will to be a co-sponser and has an
adequate income.

If you do not have the Capital it is am otherwise insurmountable hurdle.
