How do you derive this? To enter on the Visa Waiver you have to have
a ticket taking you on to somewhere non-adjacent. ukmancoll presumably
met this requirement since they let him in. There is no requirement
that I'm aware of to use this ticket to exit the USA - all that
matters is that he leave the USA by the date on his I-94W.
I've always thought of the onward ticket requirement as being a form
of bond - you're required to spend the money up-front to buy one,
and if you choose to throw it away that's your business.
