Tackling the fraud by abolishing the lottery altogether is a bit
extreme, isn't it? Also, if Chinese applies for DV from Indonesia, they are
also subject to cap on China if they were borne there, and therefore cannot
apply. So where is the fraud? Unless, of course, they forged their birth
certificate, but I hope US consulates can distinguish forged documents...

What is the connection between the waiting time for family members and
DV lottery? - Number of Green Cards given through the lottery is a tiny
fraction of the total number of GC given any year. With that kind of
mentality you could argue against family category GC since many marriages
are fictitious and made for the purpose of getting the Green Card and
propose to abolish family based immigration too based on "wide spread
fraud" - Don't try to make everybody suffer for those who try to abuse
the system.
DV lottery gives everybody a chance of legitimate immigration to US -
don't blame the lottery for the waiting times - waiting time in other
categories is totally unrelated to DV lottery.
