I think the refusal rate underlies the fact that the DOS is strict in
enforcing the academic requirements. I also think that some of the
people applying for the GC via the lottery have more than a High School
qualification. Speicifaclly in most former British colonies a High
School qualification means that someone sat for and passed Cambridge
Advanced Level examinations.
