Absolutely not. But you can only do one OPT. That might not be the
case if you eneter US back again with F-1 for a new program and then
finsihs it. I mean I think you can get OPT again. I am not sure
though.

I went back home and enetered back using a new F-1 visa stamp. Before
I went home, I went to Mexico and got the F-1 stamp though. Part of
the reason was that I had to turn in my old passport which has the
initial F-1 stamp I had (which ouldn't be used for reentry anymore
though) and got a new passport by the time I started school the second
time.

So I kind of wanted to have a stamp in the new passport but I only
mentioned to my Int'l Student Advisor that I wanted to vsiit home.
The Int'l Student Advisor wrote a letter for me to take stating about
that though she knew that I was more interested in visiting home. I
had a surgery that year (could have been a terminal situation but it
wasn't) and I needed to show my face to my family back home.

You can do that. You just apply to grad school (providing financial
affidavit) and with the I-20, apply for F-1.

DV 2006 winners will be notified in mid 2005. If you know you are
going to be back home, I'd say, you use that address. In fact, you can
just leave to go apply for DV visa even if you are still here by the
time you find out you win. I think it's faster to process DV visa
application oversea than inside US but don't count on my words.
