Even if she hadn't overstayed (supposed she had stayed just up to
six months), a person who stays that long, and then returns
a month later is going to be viewed as someone who is "probably"
residing in the US, and who would not qualify for entry as a visitor.

Yes, the majority of Canadians do not have to use US-VISIT, but
airlines do transmit passport of their passengers to governmental
authorities.

The only way she's going to find out is to leave and then come back.
She does risk being denied admission, and sent back if they
think something isn't right.
