Forgot to add in the original post that the person did not apply for a
C-1 visa at a foreign consulate, he simply arrived in the US from
country A with an onward ticket for a week later to country B, and
told the inspector he was coming to visit friends in the US for a week
before departing. The inspector wrote "C-1" across the entry stamp in
his passport. The foreiger in question is Canadian, so he doesn't need
a visa or a visa waiver to enter the US. If anyone cad advise me, I'd
really appreciate it. Thanks very much!
