The normal practice is for your employer to file an application for
alien employment certification with the local State Workforce Agency,
demonstrating that it has engaged in a "pattern of recruitment" for
your position in the prior 6 months and was unable to locate a willing
and qualified U.S. worker. Only when that is approved may an immigrant
visa petition be filed.

It is procedurally and substantatively complicated. Most successful
applicants have legal counsel.
